Reporting to the Chief Administrative Officer (CAO), the General Manager of Climate Action, Planning and Development Services (CAPD) is accountable for the overall direction and management of the CAPD division. As a member of the senior management team, and one of four General Manager Positions, this role assists in creating and implementing strategic direction for the entire organization. The CAPD Division provides Council, residents, taxpayers, visitors and the Municipality with leadership and resources in the areas of Planning; Parks Planning; Transportation Planning; Resort Operations (Trails, Landscaping, Turf, Irrigation and Village Services); and Climate Action and Environment, and also provides resources and support for large cross-departmental initiatives. The General Manager guides a large and diverse team of inspiring and engaged RMOW employees through the following direct reports: Director of Planning; Manager of Building; Manager of Parks Planning; Transportation Planning Coordinator; Manager of Resort Operations; Manager of Climate Action and Environment; and the CAPD Administrative Assistant.

Qualified candidates possess a Bachelor’s degree with further specialization in a field such as Planning, Business, Engineering, or Public Administration and a minimum of 10 years experience in a senior executive role, including proven success leading large teams with responsibility for a diverse set of related project portfolios. Qualified candidates demonstrate experience with land/urban planning and/or community development; knowledge and experience with local government issues and community planning; knowledge of climate adaptation and mitigation measures; and experience managing significant budgets including implementation of performance management measures and reporting processes. Qualified candidates also have a proven record of accomplishment with stakeholder engagement and coordination with an ability to build rapport quickly and assess, identify and convey key findings. Knowledge and experience in urban and open space planning is an asset for the role.

This position offers ongoing learning and development opportunities, a comprehensive benefit package, a nine-day fortnight schedule, and eligibility to participate in the organization’s recreation and transit pass program and hybrid remote work program. As a requirement of the position, the successful applicant must hold a valid class 5 BC driver’s license and must provide a satisfactory driver’s abstract and a satisfactory Police Information Check prior to beginning employment.
