$46.78 - $55.36 per hour
Step into a rewarding career with the City of Richmond as a Planner 2. Reporting directly to the Manager, Policy Planning, the Planner 2 position will focus on heritage planning and involves both community planning preparation and development reviews. The majority of the incumbent’s time will be dedicated to preparing comprehensive heritage and community planning policies and bylaw amendments (e.g., OCP, Area Plans, zoning), as well as managing complex development applications (e.g., rezonings, Development Permits, Heritage Alteration Permits). Work assignments may be adjusted based on Council priorities and development application volumes. The incumbent will be expected to provide very high quality community planning information, options, analysis, and recommendations. In terms of development applications, the incumbent will be expected to provide timely and accurate review and processing. Expectations also include excellent report writing and editing, outstanding customer service, innovation, collaboration, and where possible, solutions by consensus.
Examples of key work activities include, but are not limited to:
- Providing support to the Richmond Heritage Commission (an advisory body to Council) proactive communication with the public and developers, research, and managing City staff teams and consultant studies. A range of other community planning projects may be assigned as required;
- Preparing and interpreting the OCP, Area Plans and heritage bylaws, policies and design guidelines;
- Processing complex development applications (e.g., rezonings, Heritage Alteration Permits, Development Permits, subdivisions, variances);
- Supporting City advisory committees (e.g., Richmond Heritage Commission);
- Coordinating City, federal, provincial, regional, developer and community planning interests;
- Providing innovative and balanced solutions to planning and development issues ideally with consensus;
- Representing the City’s community planning interests in a wide range of settings (e.g., Council, Planning Committee, Advisory Design Panel, Public Hearings);
- Effectively managing multiple work priorities, staff teams, budgets and consultants, as meeting Council report deadlines is a high priority.
Position Requirements:
- A Master's Degree in Community Planning or related field (e.g., Heritage Planning, Architecture, Urban Design, Landscape Architecture); a specialization in heritage planning and/or environmental planning is preferred;
- A minimum of five (5) years of related professional experience and knowledge of community planning principles, practices and procedures;
- Considerable experience in: preparing community planning and heritage bylaws, plans, policies and design guidelines; processing development and heritage applications; and writing and editing professional reports;
- Considerable experience in environmental planning.
An equivalent combination of education, training and experience may be considered. Experience in sustainability, urban economics and urban design is considered an asset. Eligibility or membership in the Canadian Institute of Planners (CIP) and Planning Institute of B.C. (PIBC) is required.
