The Municipality of North Cowichan invites applications from candidates with the proven skills, qualifications and abilities for the new position of General Manager, Development and Engineering Services.


Reporting directly to the Chief Administrative Officer, the General Manager, Development and Engineering Services provides strategic leadership to the Development and Engineering Services Division. The position will ensure that the activities of the Division are coordinated and communicated across all relevant Services Divisions to promote a positive internal and external service experience with regard to building inspections, development applications, subdivision applications and engineering services, and will also promote fulsome community engagement and public communication plans for relevant activities of the Division.


The General Manager will take a strategic approach to the management and delivery of all Division programs, services and operations, and set the strategic direction for the Development and Engineering Services Division to ensure long-term and annual Division goals, department plans, budgets and deliverables, drive change and align with Council and corporate strategic priorities.


As part of the senior leadership team, the General Manager leads cross-functional project teams across the Municipality, participates in long-term strategic planning and annual budget reviews, works collaboratively to ensure the effective development and implementation of corporate initiatives, advises Council and attends all relevant Council and Committee meetings.


Required Skills, Qualifications, and Abilities: 

Applicants must have an undergraduate degree in business or public administration, planning or engineering, with a Master’s degree preferred. This strong educational foundation will be coupled with a minimum of 7 years’ increasingly responsible management experience in a planning/engineering environment with a significant focus on customer service, with recent public sector experience preferred.


We are seeking a “big picture” leader who will help North Cowichan actualize a recent organizational mandate to focus on service delivery and the customer experience and break down inter-departmental silos. To help us move forward, we want someone adept at conflict and issues management, skilled at tactical problem solving, effective at managing competing priorities and well respected for their ability to perform under pressure and significant public scrutiny.


You are an experienced strategic departmental leader known for your ability to execute and deliver results on time and within budget. Your public speaking abilities and impeccable people skills are your trademark and you deal effectively with all levels of client both internal and external, staff and Council. You have experience in managing diverse teams in a unionized environment and are well respected for your professionalism, commitment and passion for the service you provide.


You will also possess and maintaina valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.


Candidates being considered will be required to undergo a comprehensive evaluation of skills, qualifications, and abilities. The successful candidate will be required to undergo a police information check.
