Official Community Plan & Zoning By-Law Review

The City of Dawson is seeking an experienced professional in the field of municipal planning to facilitate the review and update of the Official Community Plan and Zoning By-Law.

The successful proponent for this assignment has prior experience drafting Official Community Plans and Zoning By-Laws, including policy review, public consultation, and mapping. A strong familiarity with Dawson City and the unique opportunities that exist for northern communities, as well as the ability to address longer term planning and community development goals will be considered assets. Similar experiences outside of Yukon Territory can also be considered. The intent of this Request for Proposals is to make an award to a consultant based on an evaluation of relevant information from proponents that have a proven track record and management expertise with similar undertakings.

Additionally, proposal packages in hard copy are available for pick up at the City of Dawson Office, located at 1336 Front Street, Dawson City, YT; from 9:00 AM to 5:00 PM.


Proposal Submission

In addition to the Form of Proposal, the Proponent shall provide a brief Proposal, either in text or tabular format. The Proposal to undertake this assignment shall include a clear outline, including the following general items, in a brief letter to undertake this assignment. The Proposal should include items listed hereunder, but also include other considerations based on the Proponent’s understanding of the project. 

  • The Proponent’s interest in carrying out the project and an understanding of the objective(s) of this project.
  • Overview of the proponent's relevant experience.
  • A minimum of three examples of the proponent's past experience in facilitating Offical Community Plans and/or Zoning By-Laws. For each example, please indicate the lead individual assigned to the project and client references.
  • The Proponent's proposed methodology for carrying out the work.
  • Detailed and staged work plan the proponent would execute with key deliverables and milestones and framework for establishing benchmarks and targets.
  • A description of the consulting team, the lead persons, and the relevant experience and qualifications of each individual along with an estimate of the percentage of time each key member will dedicate to this project (the individual's hours divided by total project hours).

  • Resumes for each individual who will be working on the assignment and their role.
  • Comittment (time and resources) expected to be provided by the City of Dawson.
  • Disclosure of any perceived conflict of interest.
  • Total costs for the consulting staff on the project team for all components of the project, including optional items, broken down by components, staff person's hourly rate and total hours on project including the costs for sub-Proponents;
  • Disbursement costs which may include travel, telephone charges, printing and reproductions, fax charges, courier services, and computer services etc.;

• One (1) set of documents to carry original signatures and be marked as “MASTER”.

• Six (6) additional sets, photocopied and marked as “DUPLICATE” • One (1) electronic version (example CD, Memory Stick).

Faxed proposals will not be accepted.
