This Request for Proposals (the “RFP”) is an invitation by the Corporation of the District of Saanich (the “District”) to prospective proponents to submit proposals to develop a Community Amenity Contribution and Inclusionary Housing Program, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). 

The completed project will provide guidance and establish a transparent, efficient, balanced and predictable process by which the District can receive amenities from development, in the form of Community Amenity Contributions (CACs) through the rezoning process, and/or through Density Bonus Zoning through the Zoning Bylaw. The project will also consider Inclusionary Housing as a potential component to achieve affordable and supportive housing.

The project aims to provide direction on priorities, processes and anticipated levels of contributions when negotiating public benefit amenities. A thorough examination of available tools, economic data, and community priorities will aid in the development of an approach that provides clarity on the expectations of applicants. By establishing a clear and predictable policy framework, the District will provide consistency and transparency for both the development industry and residents and balance the financial impact of new development for the existing population.

The successful proponent is expected to provide a multi-disciplinary consultant team with the following attributes and characteristics: • Five (5) or more years of experience in developing and/or reviewing Community Amenity Contribution programs, including density bonus zoning and/or inclusionary housing (inclusionary zoning) programs for local governments; • Prior experience working with municipal processes related to developing priorities, policies and processes tied to negotiating public benefit amenity and securing community contributions; and • Demonstrated experience in the following areas: o urban analytics; o financial analysis; o strategic analysis and planning; o change management; o planning policy and regulation; o engagement and outreach; o writing, editing, and document production.

It is anticipated that the successful proponent will commence work in October 2021 and will complete the project by December 2022.
