Main Purpose and Function
The Vancouver Plan coordinated and managed by Planning, Urban Design and Sustainability (PDS) is a major cross-departmental program to develop, implement, monitor and steward a long-range strategic plan to guide Vancouver to a bright, sustainable future looking out to 2050 and beyond. This transformative initiative advances and integrates policy areas across all disciplines of the City encompassing social, economic, environmental and cultural objectives through an over-arching lens of equity, reconciliation and resiliency. It will guide strategic planning and policy at the City in the future in alignment with Council, corporate and departmental policies, priorities, investments and actions.
This is a RFT Planner II position responsible for implementing the Heritage Conservation Program and furthering a values-based heritage conservation approach through community-based feedback, as part of the newly formed Vancouver Plan integrated project team. The position is within Long-Range and Strategic Planning, coordinating with other City departments, other divisions within Planning Urban Design and Sustainability (PDS), external partners and agencies, and the public. This position reports to the Senior Planner – Policy Development (Vancouver Plan Project).
The successful candidate will be well–versed in the City’s Heritage Conservation Program, heritage conservation methodologies and related current policy development, and in engaging communities in identifying heritage and cultural assets, including intangible heritage assets and cultural landscapes, with inclusiveness, diversity, and reconciliation as key principles guiding this work.
Specific Duties and Responsibilities
- Project manage heritage/cultural asset mapping and associated heritage conservation policy development, as part of the broader city-wide long range (Vancouver Plan) planning process.
- In collaboration with the integrated Vancouver Plan project team, work closely with the Musqueam, Squamish, and Tsleil-Waututh Nations to honour the presence and cultural heritage values of Indigenous historic places.
- Support background research regarding historical trends of exclusion and displacement of communities within the city and region.
- Prepare reports and make presentations in public meetings and sessions.
- The nature of this work is multi-disciplinary, within a team environment, and can be controversial. It also involves supervision of junior professional staff.
- The position requires considerable professional experience with proven ability in the areas of heritage conservation and heritage policy development, including familiarity with the City’s heritage policies and processes.
- The position requires close coordination and cooperation with City’s Heritage Planning team for implementation of the Heritage Conservation Program and coordination of the Heritage Register upgrade.
- The position requires a high degree of skill and versatility and sound judgement in the application of heritage conservation principles to a range of projects and independent action within the parameters of work assignments, planning policies, by-laws and design guidelines.
- The work may also involve a high number of enquiries and public contact that requires consistent and accurate advice be given.
Qualifications
Education and Experience:
- University graduation from a recognized university, preferably with a post-graduate degree, in Architecture or Planning.
- Considerable professional experience in the heritage conservation and/or cultural asset mapping field, or an equivalent combination of education and experience.
- Experience working with local First Nations, urban Indigenous communities, and equity-seeking groups is strongly preferred.
Knowledge, Skills, and Abilities:
- Demonstrated knowledge and ability in the areas of heritage conservation, architecture, urban design, building construction, cultural heritage, and/or heritage/cultural asset mapping.
- Superior verbal and written communication skills.
- Experience in leading teams and in project management.
- Ability to work within a team environment and within defined time lines.
- Demonstrated ability and experience in negotiating and conflict resolution.
- Thorough knowledge and demonstrated experience applying principles of Indigenous reconciliation and equity in processes, policies, and programs.
- Familiarity with UNESCO’s Historic Urban Landscape approach is desired.
- Working knowledge of the Standards and Guidelines for the Conservation of Historic Places in Canada.
- Understanding the principles of conservation plan development, heritage evaluation and Statement of Significance document.
- Membership or eligibility for membership in the Architectural Institute of British Columbia and/or the Planning Institute of British Columbia.
- Membership or eligibility for membership with the Canadian Association of Heritage Professionals (CAHP) is desirable.
- Proficiency in a second language and knowledge of different cultures would also be assets.
