PLANNER I

LAND USE SERVICES DEPARTMENT

(REGULAR FULL TIME)

Position: A regular full time Planner I position is available in the Land Use Services Department. Reporting to the Manager, Development Services or Community Planning, the Planner I responds to public enquiries regarding planning and land use issues; reviews and processes land use applications and referrals; undertakes research and analysis in relation to the development of plans, policies and bylaws; liaises with applicants, agencies, First Nations and other CVRD staff; participates in public meetings and hearings; prepares professional reports and recommendations; makes presentations to CVRD committees, advisory commissions and Board; and contributes as a member of the Land Use Services team to improving development processes and achieving the strategic priorities of the CVRD Board in relation to planning and land use within the Cowichan region.  The position focuses on current planning but may also support long range planning activities of the Community Planning Division from time to time, based on operational needs.

Qualifications: A degree from a university of recognized standing with a major in planning, geography, or a related subject. Membership or eligibility for membership in the Canadian Institute of Planners and Planning Institute of BC, and a valid Class 5 BC Driver’s License. A minimum of three years of related experience. Preference will be given to those applicants with BC local government experience. The successful candidate will possess working knowledge: of the Local Government Act, ALC Act and other provincial policies, legislation and common law guiding land use planning in the Province of BC; how to properly interpret and apply land use policies and regulations; of GIS applications. A comprehensive understanding of planning theory, law, climate adaptation and mitigation, and community engagement techniques is desired. The successful candidate must have the ability to: establish and maintain courteous, tactful and diplomatic working relationships with other employees, agencies and First Nations, the general public, and elected officials; communicate effectively both verbally and in writing; proficiently use grammar, spelling and punctuation; understand and apply bylaws, regulations, agreements and procedures; remain up to date in current planning theory, law and practice; prioritize multiple projects to meet established deadlines; possess strong organizational skills; and effectively operate a PC in a Microsoft Office environment; and be capable of analyzing and finding solutions to address complex issues.

Hours of Work:  This position is guaranteed 35 hours of work per week. The hours of operation are Monday to Friday, 8 a.m. to 4:30 p.m.  The incumbent shall be flexible and available to work evenings and weekends as they may be operationally required to attend evening and weekend meetings.

Salary:  These are unionized (CUPE Local 358) positions and are compensated at a wage rate, in three steps, $41.45 - $42.71 - $43.94 per hour (2020 rates). Flex time and a comprehensive benefit package are offered with these positions.
