As a Planner 1 within our Neighbourhood Planning and Urban Design Division, you will have the opportunity to work within a dynamic team on a wide range of projects such as development of new community plans and related land use policy, urban design and development guidelines, and master plan development applications. The role would suit an individual with a background and interest in urban design and city-building, with experience developing policy, assembling and analyzing quantitative and qualitative data, communicating complex planning ideas both written and graphically, working with interdisciplinary teams, and managing multiple projects simultaneously. Your main focus in this role will be providing technical and graphical support, analyzing and interpreting data, and developing recommendations to ensure high-quality planning outcomes across various projects.
Responsibilities for this role include:
- Design/planning tasks: support the development of preliminary planning and design concepts and recommendations to support neighbourhood planning processes, development applications, Zoning Bylaw updates, and related land use policy;
- Data Analysis: assemble, analyze, interpret, and present social, economic, and physical research data as it applies to the development of neighbourhood plans, land use policy, development plans, and other related general planning programs;
- Reporting tasks: writing and graphically contributing to neighbourhood plans and policy documents, Council and Committee reports and presentations;
- Support planning and development projects across the Department from an urban design perspective;
- Support the review and coordination of referrals;
- Interface with a variety of internal and external contacts including Departmental officials, government officials, developers, and the public;
- Support the planning and delivery of public engagement processes and,
- Other related work as required.
Knowledge and Capabilities:
- Comprehensive understanding of land use and development processes, and applicable government regulations;
- Knowledge of principles, practices, and objectives of urban and regional planning;
- Sound knowledge of the current literature, trends and developments in the areas of specialization;
- Ability to perform moderately complex technical research and analysis, and prepare reports and presentations thereon;
- Proficient in applying urban design principles in relation to the development and evaluation of neighbourhood plans and development projects;
- Excellent communication skills with the ability to express ideas effectively both orally and in a written and graphical manner;
- Working knowledge of Microsoft 365. Working knowledge of Bluebeam, Adobe Creative Suite, ArcGis Urban and other relevant mapping/design programs is desirable;
- Ability to establish and maintain effective working relations with other employees, professionals and the public as necessitated by work assignments;
- Ability to exercise consistent judgment and creativity in dealing with a variety of planning matters, problems and projects;
- Ability to establish priorities and meet deadlines; and,
- Ability to work independently or as part of a team in moving forward assignments and/or projects in a timely and efficient manner.
Education and Experience:
- Master’s Degree in Planning or related design/development discipline;
- Membership or eligibility for membership in the Planning Institute of British Columbia or Canadian Institute of Planners is desirable;
- Experience related to the duties and responsibilities of the position; and,
- Equivalent combination of training and experience may be considered.
