Join the City of Richmond's Development team as a Planner 1 and be at the forefront of urban innovation and transformation. Reporting to the Manager, Development, this important role supports the City in meeting housing delivery targets, administering its proposed Amenity Cost Charges (ACC) program and advancing its community objectives.
As a Planner 1, you will use your knowledge of British Columbia (BC) provincial housing legislation to design and manage data collection processes to assist the City in tracking and analyzing its performance against housing targets and developing processes and administration of its proposed ACC program. You will also provide your expertise in the review and processing of development applications, providing policy and urban design advice to ensure compliance with City guidelines and growth and sustainability goals.

Examples of key responsibilities include, but are not limited to:

  • Data Collection: Design processes and data collection methods to track and analyze the City’s progress towards meeting housing targets and objectives.
  • Project Management: Support in the design of processes, administration and collection of ACCs.
  • Report and Presentations: Prepare reports and make presentations to Committee and senior management.
  • Development Application Review: Lead the review of development applications, provide technical analysis and guidance to applicants, coordinate City departmental reviews, and prepare staff reports to Council and associated bylaws.
  • Stakeholder Coordination: Engage with City departments, community groups, area residents, developers, and external agencies as may be required.

Knowledge, Skills and Abilities:

You possess a strong knowledge of planning principles and practices, and the BC legislative framework for housing and land use planning. Your organizational, time management and data collection skills enable you to juggle and deliver multiple projects effectively. You excel in both verbal and written communication. Additionally, you are proficient with Windows-based applications, electronic document management systems, application tracking software (e.g. AMANDA), and GIS, ensuring you can handle the technical aspects of the role with ease.

Your Qualifications

You have a Bachelor’s Degree in Community Planning or a related discipline such as Architecture, Urban Design, or Landscape Architecture and have a minimum of 1 year of experience related to professional planning, preferably in a municipal environment. You are eligible for membership with the Canadian Institute of Planners (CIP) or Planning Institute of BC and hold a valid Class 5 Driver’s License for the Province of British Columbia.
