Summary

The CRD is a regional service provider (e.g., wastewater conveyance and treatment, solid waste management, regional parks, drinking water supply) and a significant partner in ensuring there is a healthy environment upon which to build healthy communities.  In delivering these key services, the CRD has several programs which ensure the organization meets environmental protection goals and objectives under provincial and federal regulatory frameworks.

The position predominantly focuses on developing and implementing pollution prevention strategies related to wastewater and storm water infrastructure. This position will support the CRD’s objectives of meeting regulatory commitments and also support businesses and large organizations in achieving effective environmental stewardship. 

The successful applicant must have a good technical and scientific background (e.g., chemistry, toxicology, sustainability, general natural sciences) and good communication skills, both written and oral, in order to build strong relationships with stakeholders and work in a collaborative team environment.

The position engages regional business (institutional, commercial and industrial) and agricultural sectors on environmental stewardship efforts primarily focused on the implementation of liquid waste management programs.

Duties & Responsibilities

• Develop, implement and evaluate strategies to reduce discharge of contaminants into liquid waste management infrastructure and the environment.
• Utilize a range of non-regulatory and regulatory tools to engage the business and agricultural sectors of the region.
• Work with staff within and across programs to develop strategies and approaches to engage business and agricultural sectors.
• Researches, compiles, promotes and scientifically evaluates current and emerging trends and provides technical and general information to stakeholders
• Work with CRD Communications staff to develop and deliver outreach and education initiatives related to liquid waste and other CRD programs for the business and agricultural sectors.
• Assists the development, implementation and evaluation of the onsite sewage, trucked liquid waste, and controlled waste programs.
• Prepare technical documents for internal and external audiences.
• Develop and deliver presentations to internal and external audiences
• Develop relationships with internal and external stakeholders to share information and collaborate on projects and initiatives.
• Develop campaign performance metrics and coordinates the evaluation of outreach and education campaigns.
• Liaise with internal/external stakeholders to obtain or exchange information, comments on draft regulations and co-ordinates intergovernmental activities.
• Follow all policies, procedures and standards of the CRD.
• Perform other related duties as required.

Qualifications

• University degree in Chemistry, Biology, Sustainability or Environmental Studies with 3-5 years of directly related experience including directly related experience in the development and delivery of outreach programs.
• Excellent communication and presentation (verbal and written), interpersonal and customer service skills are required.
• Ability to interpret technical information and communicate key messaging to non-technical audiences.
• Ability to oversee the work of and evaluate external consultants and manage contracts.
• Knowledge of outreach and education strategies and techniques (e.g., facilitation, outreach campaigns, web and/or social media content and social marketing).
• Knowledge of best practices for environmental monitoring, regulatory and educational programs or projects.
• Knowledge of environmental contaminants and general source control practices.
• Sound understanding of applicable environmental regulatory requirements.
• Knowledge of and ability to use various computer word processing, spreadsheet and database software.
• Ability to oversee multiple projects.
• Knowledge of effective partnership methods and techniques.
• Well-developed organizational skills.
• Experience writing technical reports, sometimes using non-technical language.
• Ability to work effectively as part of a team, respond to broad direction, use initiative, be innovative and complete tasks on budget and on time with a minimum of supervision.
• Must possess a valid BC Driver’s License
