Due to an impending retirement, the City of Coquitlam is currently seeking a Director of Development Services for our Planning and Development Department. Reporting to the General Manager, Planning and Development, this position is responsible for overseeing the review and processing of proposed development applications and advising Council on how and where development should proceed. Specifically, the Director of Development Services is in charge of coordinating staff in the Development Services Division to efficiently and effectively process land use and development applications in a timely manner, as well as assessing planning applications and negotiating development agreements for complex projects on behalf of the City. This key leadership role within the City operates with great independence and reports directly to Council on development related matters. The successful incumbent will be responsible for managing a broad range of assignments and addressing community development, building and strategic issues in accordance with department and corporate policies, plans and objectives. This position will be called upon to prepare and administer the operating and capital budgets for the division, and will also serve as one of the City’s subdivision Approving Officers. The Director plays a key role in effectively mediating the perspectives and interests of various internal and external stakeholders.
The ideal candidate will possess a Graduate degree in Planning or a closely related field. They should have progressive related professional experience with managing development applications, site planning, architectural review, and site servicing, or an equivalent combination of knowledge and training. Experience working in a senior management position in a municipal or regional government setting is considered to be an asset.
Other requirements include:
- Excellent oral and written communication skills necessary to prepare reports, explain proposals, and provide recommendations to Council and executive level staff.
- Exceptional interpersonal skills with the ability to liaise effectively with City departments, government agencies, developers, consultants, and other external stakeholders.
- Proven leadership skills with an emphasis on driving a culture of efficiency, ongoing process improvement and accountability within a team, as well as developing and mentoring employees to grow into more challenging roles.
