PIBC PLN Lunch and Learn: Provincial Housing Legislation and the Island

The PIBC Peer Learning Network is organizing a lunch and learn event in Victoria where local governments, practitioners, and others can come together to learn, share emerging practices, and participate in facilitated discussions around implementation of the new provincial housing legislation in communities across Vancouver Island.

This free lunch and learn will take place at the Victoria Marriott Inner Harbour, Terrace Room, 2nd Floor, and is open to both PIBC Members and Non-Members but registration is required.

The lunch and learn provides an opportunity for local government officials, planners, and other practitioners to hear from a local government about their experience developing and implementing a secondary suites program on the Island. It will also provide an opportunity to hear from a lawyer about the specific challenges Island communities are likely to face when revising zoning bylaws to comply with the SSMUH legislation. The session will conclude with a facilitated, peer-based discussion about emerging practices, next steps, and promising strategies for implementation.

We anticipate that the presentations will be recorded and shared on the PIBC PLN web page for any participants who are unable to participate in-person. Please note that the peer-to-peer discussions will not be recorded.

Our Speakers

Chris OsborneChris Osborne MPhys (Hons), MA, RPP, MCIP
Planning Manager, Municipality of North Cowichan

Chris has over 17 years of municipal experience in Canada and the UK with time spent in both development planning and long range planning. He holds a Masters in Planning from London South Bank University, in addition to a Masters in Nuclear Astrophysics from the University of Surrey.

Michael is a partner with the firm and has over 15 years of experience advising and representing local governments. He maintains a mixed practice of both litigation and solicitor work with a particular focus on land use, development, local government finance and bylaw regulation and enforcement.

Andrea Pickard 
Community Planner, District of Central Saanich

Andrea Pickard is a Community Planner with the District of Central Saanich. After working in health care and on international development for more than a decade, Andrea returned to school in 2000, graduating from UNBC in 2005.  After a short stint at the RD Okanagan – Similkameen, working on the Regional Growth Strategy, she then worked at the City of Kamloops, gaining diverse experience. However, the draw of Vancouver Island remained strong and Andrea was happy to return in 2009 to work at the Islands Trust (Victoria office).  After 5 years at the Islands Trust,  she worked at the District of Saanich for 4 years, until she moved up the Peninsula to Central Saanich 6 years ago.
