Welcome to the PIBC Peer Learning Network
Empowering planners, practitioners and partners through shared knowledge and collaboration.
What's New
PIBC is delivering three research projects to meet the needs of planners and practitioners in British Columbia.
PIBC Intelligent Inventory
PIBC has developed an inventory of local government plans and regulations powered by Artificial Intelligence (AI). This tool is intended to empower planners and practitioners to efficiently query, analyze, and compare policies and regulations between communities.
As a first step, this Intelligent Inventory includes Official Community Plans and zoning bylaws for 80 local governments in British Columbia. PIBC retained NeuraCities, in association with MODUS Planning, Design & Engagement, to undertake the work. Learn more about the PIBC Intelligent Inventory.

Housing Advisory Bulletins
PIBC is producing Housing Advisory Bulletins to cover three major topic areas related to recently enacted legislation in British Columbia - development economics of housing, infrastructure and community amenities, and inclusionary housing regulations and policies.
The bulletins will provide foundational information for planners and practitioners who wish to learn more about key housing concepts. PIBC retained B&A Studios, in association with City Squared Consulting and Hemson Consulting, to undertake the work. The bulletins are expected to be released in April 2026, followed by a free webinar on May 6, 2026. Registration opens soon.
Regional Support for Small-Scale Housing Delivery
PIBC has partnered with Small Housing BC to deliver this project to delve into the specific conditions, constraints and opportunities in different parts of the province in relation to delivering small-scale multi-unit housing (SSMUH). The project leverages PIBC’s Peer Learning Network resources and Chapter networks and Small Housing BC’s expertise on missing middle housing.
Small Housing BC will design and deliver regional focus group sessions comprising of planners and practitioners to identify region-specific issues and solutions. The findings will be documented in a technical memo and reported out in a Peer Learning Network webinar in the Spring.
