Reporting to the Director, Parks, the Section Manager, Parks Infrastructure & Asset Management leads a team of technical and operational staff responsible for developing and implementing the asset management and capital construction program for District Parks, including construction, renovation, renewal, replacement and maintenance of parks infrastructure, buildings and capital assets.  As the Section Manager, you will apply advanced project and construction management skills to ensure all annual and long-range capital projects are properly defined and prioritized based upon available funding, risk management and needs assessment, and in accordance with established policies, regulations and service level standards. You are also responsible for developing and managing staff and equipment resources, which includes professional and technical staff, certified trades personnel, equipment operators, labourers, and a wide range of consultants and contractors. This position works collaboratively to support Parks Department priorities in accordance with approved budgets and corporate objectives.

The successful applicant will have:

  • Considerable knowledge of the methods, procedures and practices involved in parks construction, maintenance, infrastructure and asset management.
  • Considerable knowledge of the regulations, policies, by-laws and objectives related to the work.
  • Considerable experience in budget management, contract management, project management and construction management.
  • Considerable experience coordinating inspections, developing and maintaining inspection records, and collecting asset condition and inventory data.
  • Strong interpersonal, teamwork, leadership, and management skills within an environment of unionized and exempt staff.
  • Strong decision making, problem solving, and conflict resolution skills.
  • Advanced communication skills, both written and oral, including preparing technical reports and delivering presentations.
  • Demonstrated skills in developing relationships and working collaboratively with a wide variety of diverse stakeholders, elected officials, all levels of government, First Nations, and non-governmental organizations.
  • Thorough working knowledge of occupational health and safety, human resources and labour relations practices and procedures; preferably within a unionized environment within the public sector.

Qualifications:

You have graduated from a recognized university with a degree in Parks Administration, Planning, Landscape Architecture, Engineering or a related discipline. You have a minimum of 7 years related experience, which includes progressively responsible supervisory and leadership experience; preferably within a municipal parks context.  You are registered or eligible for registration with a related professional association such as, the British Columbia Society of Landscape Architects (BCSLA), Planning Institute of BC (PIBC), or Engineers & Geoscientists BC and have a valid BC driver’s license.  Formal training in Project Management, Contract Management, Construction Management, Asset Management and/or other related discipline is required; certification is preferred.
