Main Purpose & Function

The City-wide Plan coordinated and managed by Planning, Urban Design and Sustainability is a major cross-departmental program to develop, implement, monitor and steward a long-range strategic plan to guide Vancouver to a bright, sustainable future looking out to 2050 and beyond.  This transformative initiative advances and integrates policy areas across all disciplines of the City encompassing social, economic, environmental and cultural objectives through an over-arching lens of equity, reconciliation and resiliency.  It will guide strategic planning and policy at the City in the future in alignment with Council, corporate and departmental policies, priorities, investments and actions.

This is a RFT Planner I position within the newly formed City-wide Plan integrated project team, Long-Range and Strategic Planning, PDS. As part of the project team this position will help develop and implement child and youth engagement programs and will contribute to policy development for the city-wide plan. The Planner reports to the Senior Planner, Public Engagement. The position will coordinate with other City departments, other divisions within PDS, external partners and agencies, and the public.

Specific Duties & Responsibilities

  • Support the development of city-wide plan policy proposals for public and Council consideration by designing and implementing effective outreach and engagement programs for children, youth and young people.
  • Play a key role in analyzing engagement feedback for policy development including data collection, analysis and report writing.
  • Establish and maintain positive and collaborative relationships with Vancouver City departments and external stakeholders to initiate and facilitate key programs in a timely and effective way.
  • Support the development of collaborative and robust approaches to engagement and communication with internal and external partners and the public that includes designing, attending and facilitating engagement processes in a sometimes contentious environment.
  • Provide liaison with the public, community groups, Vancouver School Board, non-profit child and youth groups, and senior government representatives and agencies.
  • Prepare and present reports and recommendations to senior staff, City Council, Committees of Council, external stakeholders, and community groups
  • Assist in leading junior members of the City-wide plan project team
  • Contribute to supporting the Senior Planner in managing shifting work demands, providing project management support and ensuring the City-wide plan team meets milestone targets and is responsive to changing priorities.
  • Provide research, analysis, and technical support
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

A post-secondary degree in planning recognized by the Canadian Institute of Planners and a minimum of one year professional experience in the planning field, or an equivalent combination of post-secondary education and experience.
University graduation at the Masters level would be an asset.

Knowledge, Skills and Abilities:

  • Knowledge of current and significant planning, transportation, sustainability, housing, economic, cultural and social policies of the City of Vancouver, as well as municipal development approval processes and regulations.
  • Experience in developing collaborative and robust outreach and engagement programs with community groups and external stakeholders for local government. Experience in outreach/engagement with children, youth, and young people highly desirable.
  • Ability to perform moderately complex technical research and prepare related reports.
  • Ability to undertake data collection, management and analysis, utilizing a diverse range of quantitative and qualitative analytical techniques.
  • Ability to facilitate effective dialogues to build consensus on city-wide plan policy directions both with internal departments and with external parties including community stakeholders in potentially contentious environments.
  • Ability to creatively, simply and clearly articulate complex planning information to a variety of internal and external stakeholders
  • Ability to establish and maintain effective working relationships with other staff, external stakeholders/partners, and the public.
  • Ability to supervise staff
  • Professional creative ability and ability to use sound judgment.
  • Membership or eligibility for membership in the Canadian Institute of Planners is desirable

Salary Information: Pay Grade GR-29: $44.83 per hour to $53.01 per hour
