We have a one (1) year temporary full-time opportunity for a Planner 1 to work as part of our Development Planning team. You will ensure the timely, effective and consistent review of development applications and negotiate with applicants to ensure project conformity with the District’s policy objectives and provincial legislation. This position is typically assigned OCP amendments, zoning, subdivision, complex Development Permits and DVP applications. As a development planner with progressive experience you must be able to provide early assessment and advice to potential applicants and recommend approval/denial to superiors. You will bring a solid familiarity with legislation applicable to development applications and be able to interpret consultant studies, prepare reports and bylaws, and attend Council meetings as required to present applications. You will attend other community and related meetings in order to provide advice, information and explain policies and procedures relative to projects and maintain contact and liaison with internal and external contacts and groups concerning developments and other related planning matters. 

The successful applicant will have:

  • Considerable progressive experience processing a variety of types of development applications; and preparing development-related Council reports, zoning, other bylaws and development permits;
  • Considerable experience with legal mechanisms used in development planning under the Local Government Act, Land Title Act and various applicable Provincial and municipal statues and bylaw;
  • Sound knowledge of policy analysis and development techniques, and standard research methods and techniques as well as current trends in community planning;
  • The ability to establish and maintain effective working relationships with a variety of contacts and team members, manage project timelines, meet processing targets, oversee the work of others engaged in related aspects of projects, exercise sound consistent judgement on a variety of planning matters;
  • University graduation in an appropriate discipline, plus a post graduate degree in Planning, supplemented by professional planning experience focused on processing development applications, or an equivalent combination of training and experience.  Membership or eligibility for membership in either the Planning Institute of British Columbia or Canadian Institute of Planners is required as well as a valid BC driver’s license.

The hourly pay range for this unionized position is $43.04 to $50.85 (2019 rates) based on a 35-hour work week.
