Main Purpose and Function

The Senior Economic Development Planner will develop direction for Economic Development Planning for the City of Vancouver. The City-wide and Regional Planning group is responsible for leading and supporting a broad range of complex land use, transportation and financial policy initiatives related to building a diverse, innovative and equitable economy. Through the application of specialized economic development planning expertise and engagement with business and community stakeholders, the Senior Planner will help to ensure that Vancouver continues to support a thriving and diverse economy, support existing businesses and Business Improvement Associations, seeks opportunities to attract new investment and encourages local employment and sustained economic development now and for the future. This is a senior professional position that involves leading and mentoring staff and participating in the management of the group. Together the team will assess economic conditions, engage businesses and community stakeholders in developing policies, programs, capacity and strong relationships to implement actions to grow and diversify Vancouver’s economy

 

Specific Duties and Responsibilities

  • Scope and implement policy planning work programs related to economic development
  • Apply economic planning concepts to complex and multi-disciplinary land-use, transportation, financial policy and planning projects across a range of scales from neighbourhood to City-wide
  • Lead a team of experts on emerging economic trends and policy, and advise the City on continued success as the future of work evolves      
  • Identify strategic direction and oversee the preparation of strategic plans to carry out economic development initiatives
  • Support business retention and growth through policy and programs
  • Continue efforts to grow and support small businesses through implementation of programs and services designed to champion small business economy 
  • Develop policies and programs to promote industrial and commercial business investment
  • Help business navigate municipal policies, regulations and processes
  • Build, maintain and influence strategic partners to:
    • promote new business and/or industrial opportunities
    • assist with identifying, expanding and relocating business in Vancouver including acting as a liaison between businesses and City departments and other government agencies
    • develop and monitor strategies to attract investment in Vancouver
  • Oversee the sourcing and development of economic, property, demographic and or other statistical information to support economic planning initiatives
  • Oversee the qualitative and quantitative analysis of economic and demographic data including evaluating the appropriateness and validity of data for use in projects and for making recommendations and produce periodic reports for decision-makers and stakeholders.
  • Convene and work with technical and citizen advisory and stakeholder groups to support economic development planning initiatives
  • Oversee the preparation and dissemination of communication materials
  • Write reports, facilitate meetings and present to other staff, management, external stakeholders and City Council
  • Supervise professional, technical, and clerical staff
  • Provide direction and guidance to the work of professional consultants engaged by the City.
  • Support and facilitate public consultations including community events, workshops and meetings (including weekday evenings and weekends)

  

Qualifications

Education and Experience

  • A university graduate degree in planning or a related discipline or an equivalent combination of education and experience is required.
  • 10 years of extensive and progressive municipal experience at a professional level preferred.
  • Considerable experience leading teams responsible for research and analysis of economic development policy planning issues is required.
  • Membership or eligibility for membership in the Canadian Institute of Planners is required.
  • Experience related to the duties and responsibilities of the position is required.
  • Proven experience developing economic development planning policy in a multi-stakeholder environment
  • Experience working with diverse communities preferred

  

Knowledge, Skills and Abilities:

  • Proven skills integrating economic development into complex, multi-disciplinary planning efforts
  • Proven ability to scope and develop work programs and manage complex and controversial economic development policy planning projects is required
  • Able to successfully defend recommendations relating to economic development policy
  • Ability to exercise initiative and sound judgement in managing workloads while delivering complex projects on time and on budget
  • Advanced conflict resolution and interest-based mediation skills to achieve mutually agreeable solutions.
  • Proven ability to mentor staff for broader responsibilities in policy research and planning, including the ability to maintain motivation and morale while responding to shifting priorities in a high pressure environment.
  • Ability to clearly communicate complex issues through Council reports and presentations, or comparable documentation and presentations.
  • Familiarity with and knowledge of Vancouver’s land use, transportation and financing growth policy as well as experience with capital planning is preferred.
  • Knowledge of City of Vancouver processes and project management methodologies would be an asset.

Salary Information: Pay Grade GR-034: $55.35 to $65.47 per hour
