Main Purpose and Function

This is a professional planner position with the Regulation Policy Group in City-wide and Regional Planning.  The Planner II will undertake a range of duties with an emphasis on land use/zoning reviews and city-wide by-law and policy development. This position involves working with staff in other work groups and departments to draft/amend regulations and policies to implement actions related to diverse projects such as Regulation Redesign, Public Bike Share, Housing Vancouver Strategy and Healthy City Strategy.


Specific Duties and Responsibilities

• Prepare regulations and amendments to the City’s Zoning & Development By-law, city-wide by-laws and policies.

• Provide support and advice to staff on projects related to land use.

• Prepare and manage work programs involving in-depth research, analysis and preparation of recommendations involving major policy changes. 

• Develop and implement public engagement and consultation processes.

• Supervise staff and manage consultants as required.

• Prepare and present reports to staff, the public and City Council.

• Represent the City to outside agencies, delegations, and other external functions. 

• Performs other duties/responsibilities as assigned.



Education and Experience:

• University graduate degree in Planning or related university degree with experience similar to the duties required, or an equivalent combination of education and experience

• Extensive and progressive municipal experience at a professional level (minimum of 2 years of experience, 5 years preferred); or an equivalent combination of education and experience.


Knowledge Skills and Abilities 

• Demonstrated experience with the City’s Zoning & Development By-law and other related by-laws, land use policies and guidelines.

• Demonstrated research and analytical skills and proven ability developing planning policies, zoning, regulations and guidelines. 

• Proven communication skills in effectively presenting information and preparing reports. 

• Ability to design and lead public consultation processes, and to facilitate problem solving among diverse and competing interests. 

• Ability to work independently, to participate successfully on teams and to supervise staff.

• Experience in developing work programs and leading and managing complex planning projects within a prescribed time frame.

• Demonstrated initiative and independent judgment in dealing with a variety of people and situations.


Membership or eligibility for membership in the Canadian Institute of Planning is desirable.
