The City of Port Moody is a growing community of 34,000 residents located 30 minutes east of downtown Vancouver at the head of the Burrard Inlet and just steps from seaside parks, mountain trails and lakes. Reporting to the General Manager of Environment and Parks, the Manager of Parks is responsible for the vision, planning, operations and budgeting for the parks, trails, and environmental management within the Parks division. 


Responsibilities:

  • Directs the ongoing maintenance of all of the City’s outdoor park spaces. 
  • The incumbent is responsible for organizing, coordinating, and supervising construction, maintenance and asset management. Adjusts priorities to meet emergent conditions.
  • Provides input to the strategic planning process for park master plans, development of new parks and changes to existing parks. 
  • As an experienced leader, you will encourage workplace safety, productivity and a positive environment, coaching and developing staff to success while building and supporting effective relationships amongst colleagues, supervisors, employees and the public.
  • Plans, assigns, checks and supervises the work of staff engaged in parks maintenance, construction and operations.
  • Plans, develops and implements new or improved best practices, work methods and procedures and organizes work crews to mobilize during emergency scenarios as required.
  • Prepares and/or directs the preparation of parks related reports and their presentation and clarification before Council, the Parks & Recreation Committee and the Public, for acceptance and approval of recommendations.
  • Meets with a wide variety of external contacts affected by departmental activities and resolves problems in  accordance with policy and sound parks practices.
  • Maintains excellent communication with other City departments, investigates and processes complaints, provides information and assistance to the public and ensures that safety and precautions are observed and enforced.
  • Recruit, develop and performance manage a safe and adequate staff within the diverse areas of Parks including 24 hour and disaster response. Participate in labour relations, direct safe and efficient work activities and prepare and monitor budgets.

 

Basic Qualifictions:

  • Completion of a Bachelor’s degree in Planning (Urban, Regional, Environmental, Natural Resources or Parks) or in Landscape Architecture            
  • Five (5) years of parks management experience including project and personnel management, park planning, design, management and operation.
  • An understanding of city operations and a unionized environment
  • Experience with proposal writing, budget estimates and contract administration
  • Thorough knowledge of the methods, principles, materials, tools, equipment and techniques involved in parks maintenance, construction and development
  • Thorough knowledge of the regulations and policies governing parks management and operations
  • Familiarity with environmental regulations, policies and best practices for natural area management an asset
  • Ability to demonstrate organizational astuteness; be diplomatic and tactful; recognize internal and external sensitivities; understand the implications of recommendations and actions
  • Ability to recognize and integrate business priorities; demonstrate sound judgement and common sense in decision making
  • Ability to communicate effectively with a variety of audiences including experience with public speaking and facilitation
  • Highly developed interpersonal skills with a proven ability to understand the points of view of multiple stakeholders and to incorporate them to influence change, plan development and decision making
  • Knowledge of Port Moody would be an asset
