Two Positions: Planner 1 & Planning Technician 2


1) Planner 1

The Planning Department is looking for a regular full time Planner 1 to join their team.


Reporting to the Manager, Planning, you will utilize your skills in data analysis, GIS, modeling and visualization, negotiation, graphic design, planning and urban design in helping achieve quality and innovative development.  You will liaise with various internal and external contacts concerned with land development, design guidelines and general planning trends; answer inquiries and provide information to other departments and the public regarding planning zoning, land use or related matters.  You will also direct the work of technical staff engaged in processing rezoning and redevelopment applications and in maintaining databases; providing direc­tion to consultants engaged in specific planning and/or policy projects. In addition, you will take the lead on data analysis for the division; creating, compiling, analyzing and maintaining data on development applications, census information, GIS information, and neighborhood profiles.  Additional tasks include preparing reports from the data to inform and support Planning projects.  You will also perform 3D visualization work, graphic design and public engagement support as it relates to planning projects. 

You will have a University degree in Community/Regional Planning and professional planning experience, or an equivalent combination of training and experience. Sound knowledge and experience in the analytical and research techniques and methodology in municipal planning is required.  In addition, you will have strong analytical skills and demonstrated experience analyzing and managing data to support Planning and Development projects as well as experience with graphic design and 3D visualization work.  You will have membership or eligibility for membership in the Canadian Institute of Planners and the Planning Institute of British Columbia.   A valid BC Class 5 Driver’s License is also required.  This position requires that you attend evening Council, committee and public meetings on a regular basis.

Salary:

$43.04 to $50.85 per hour (January 2019 rates)

Pay Grade 28

2) Planning Technician 2

The Planning Department is looking for a temporary full-time Planning Technician 2 for approximately one year. 

 

You will be responsible for technical/administrative work with an emphasis on processing development proposals, and preparing related reports and recommendations. You will have considerable contact with developers, the public and other agencies in providing information and advice.  Other areas of responsibility include conducting analyses of commercial, industrial and residential development proposals; representing the Planning Department on various committees; drafting policy recommendations; assisting with presentations and displays; and supervising the work of others, as required.  

 

You will have a thorough knowledge of the practices, rules, regulations, by-laws, objectives and legislation applicable to a municipal planning operation, and, the ability to exercise independent judgment and action.  The successful applicant will have completed courses in planning, civil engineering, architectural or related disciplines resulting in a diploma or degree. Sound related municipal planning experience is required, as well as a thorough knowledge of the practices, principles and techniques of zoning and land use controls.  Experience working in a supervisory or project lead capacity is preferred.  

 

For temporary full-time positions of eight (8) months or longer, a City employee who is successful on the posting will have the right to revert to their former position.

 

Salary:

$37.97 to $44.83 per hour (January 2019 rates)

Pay Grade 25

Hours of Work:

The City of North Vancouver currently works on a compressed work schedule of 8:30 a.m. to 5:00 p.m., Monday to Friday, with one scheduled day off (Monday or Friday) approximately each three-week scheduling cycle.
