Deputy Director of Community Planning and Development

The Deputy Director of Community Planning and Development is a key member of the Community and Planning and Development team and provides leadership and direction for the management and operation of the department, including the applications centre, planning and development, and buildings divisions.  Working closely with the Director of Community Planning and Development, the Deputy Director is accountable for the efficient delivery of the department’s work program and the undertaking of its various responsibilities including developing plans, policies and bylaws; processing applications for changes in land use, subdivisions and land development; processing building permits and undertaking building inspections; enhancing customer service; implementing process improvements; and providing advice to Council on a variety of topics.  The Deputy Director is expected to provide considerable support to the Director in all functions of the department and to perform acting duties when the Director is absent. 


 

The Deputy Director works with the division managers to oversee the day-to-day operations, provide technical advice and advance the overall strategic direction for the department.  In addition, the incumbent will provide leadership to the Development Division which includes the Land Development section responsible for processing of land development service agreements and engineering inspection service and the Building Approvals section, responsible for plan checking and building inspection.  Communicating with the public, land developers and other government agencies is a key component of this senior level position.  

 


The ideal candidate will have a University Degree in Planning, Engineering, Architecture or a related discipline, with considerable (15+ years) experience in senior planning, development, engineering or building construction roles including management experience preferably in a municipal setting, or an equivalent combination of education, training and experience.  Sound knowledge and understanding of the BC Building Code is desirable.  A valid Class 5 BC driver’s license is required.


 

With excellent communication skills and considerable leadership experience you will work with elected officials, clearly present written and verbal information, manage complex problems to resolution, and develop effective working relationships with City Council, employees, other departments, agencies, the private sector, and the public.  You have strong proven negotiation, mediation, and facilitation skills as well as a demonstrated commitment to change and process management.
