Lui Carvello's full-day workshop on Development Permits is back by popular demand! The development permit authority is quite powerful, and can be used to specify development-free areas, require protection and enhancement, control appearance and landscaping, require dedication and much more, all without compensation, as well as imposing a myriad of conditions on subdivision and the alteration and development of land and buildings. The Heritage Conservation Area power is even stronger, with Heritage Alteration Permits extending to vacant sites as well as those with heritage buildings. But there are limitations and such authority must be established and implemented properly to be effective. Reading the Local Government Act is not enough as much has developed through the Courts.

Topics will include: purposes, designation, justification, guidelines, conditions, exemptions, OCP v. Zoning, prohibitions, variances and additional requirements, limitations, opportunities, issuance, procedures, delegation, amendment, lapse, security, Land Title Office requirements, enforcement, challenges and remedies, information requirements, and related matters such as development approval information.

This full day workshop is intended as hands-on professional development for planners as well as subdivision, building and other government officials. Full-day attendance qualifies for 5.0 (Organized and Structured) Learning Units of PIBC CPL / CPD. 

When:  Friday, April 11, 2014 9:30a.m. to 4:00p.m. 

Where:  Cowichan Valley Inn, Duncan (Arbutus Room) located at 6474 Trans Canada Highway. BC Transit routes #2 & #3 stop at Cowichan Commons.  Free parking. Bike racks available near the lobby. 

Cost: $100 per person (reduced fee) for PIBC Members; $125 per person fee for non-PIBC Members (includes tax).
