This full day seminar and drafting workshop is specifically designed for planners, but would be useful to administrative, corporate services, building and engineering departments as well as anyone tasked with drafting, amending, interpreting or consolidating local government bylaws (or First Nation laws).

 

The session will include a comprehensive review of:
• Fundamental bylaw drafting basics, techniques, protocols and language;
• Legal interpretation principles;
• The Anatomy and Formatting of a well-drafted bylaw;
• The proper use of Definitions
• Legal authority and limitations for common bylaws;
• Special rules and additional considerations for core land use planning and procedure bylaws;
• Proper Adoption Procedures;
• The importance of drafting to facilitate Bylaw Enforcement;
• Common legal challenges to bylaws;
• The utility and danger of “Cut and Paste” and Precedents;
• How to avoid common drafting pitfalls.

 

Lui Carvello is a lawyer and registered professional planner whose practice focuses primarily on local governments (and First Nations) throughout the Province. His unique presentation style and content regularly receives positive feedback, and the detailed presentation materials he provides become useful resources.
