The federal Cannabis Act is scheduled to come into force on October 17th.  This timely webinar will provide an overview of the legislative framework governing the retail sale of recreational cannabis in BC, with an emphasis on local government regulatory options and best practices. As well, an overview of the legislative framework governing the production of lawful cannabis in the Agricultural Land Reserve will be discussed, with an emphasis on section 2(2.5) of the Agricultural Land Reserve Use, Subdivision and Procedure Regulation and ALC Information Bulletin #4.


Sara Dubinsky, Lawyer, Lidstone & Company

Sara is a litigation lawyer who provides legal opinions on a wide variety of issues, with a particular emphasis on cannabis, bylaw enforcement, conflicts of interest and freedom of information.  Sara has provided legal advice on cannabis issues to almost 50 local governments and agencies in British Columbia. She is counsel of record in more than a dozen cannabis cases for the cities of Abbotsford, Campbell River, Chilliwack, Delta, Richmond, and the District of Kent.

Iain Dixon, Lawyer, City of Vancouver

Iain is a lawyer with the City of Vancouver and has participated in a previous PIBC webinar on cannabis regulation in BC.  He will share his experience to date on how the City is planning on addressing the distribution and sale of cannabis once it is legalized. 

Lindsay McCoubrey, Policy Analyst, Agricultural Land Commission

Lindsay McCoubrey is a Policy Analyst at the Agricultural Land Commission who works with ALC staff, land owners, local governments, and provincial government staff to implement the ALC Act and ALR Regulation. She has recently supported the Ministry of Agriculture’s Union of BC Municipalities (UBCM) 2018 Convention Farm Tour and worked on ALC Information Bulletin #4 – Production of Cannabis in the ALR. Lindsay holds a Bachelor of Environmental Science in Physical Geography from Simon Fraser University.

Willow Minaker, Director, Strengthening Farming, Innovation & Adaptation Services Branch, Ministry of Agriculture & Jackie Cushing, Senior Policy Analyst

Willow Minaker is the Director of the Strengthening Farming Unit at the BC Ministry of Agriculture. Her team provides land use planning support to local government and the farming community, leads the ministry’s climate change adaptation initiatives and manages the traceability and premises identification programming.
