Event Overview

The PIBC Peer Learning Network is organizing a peer learning event in Vancouver where local governments, practitioners, and others can come together to learn, share emerging practices, and participate in facilitated discussions around implementation of the new provincial housing legislation in communities across the Lower Mainland, Fraser Valley, and Sunshine Coast.

The event provides an opportunity for local government officials, planners, and other practitioners to hear from a local government located in the region about their experience addressing the new provincial housing legislation. It will also provide an opportunity to hear from a lawyer about the specific challenges communities in the Lower Mainland, Sunshine Coast, and Fraser Valley regions are likely to face when revising zoning bylaws and other regulations to comply with the new legislation. The session will conclude with a facilitated, peer-based discussion about emerging practices, next steps, and promising strategies for implementation.

Ian Holl RPP, MCIP has been the Development Planning Manager and Approving Officer for Sechelt for five years. Before that, he worked for the Squamish-Lillooet Regional District for nine years.

 

 

Timothy LukTimothy Luk
Young Anderson Barristers and Solicitors

Originally from Edmonton, Alberta, Timothy holds a Bachelor of Arts in political science from the University of Alberta, and a Juris Doctor and Master's in Community and Regional Planning from the University of British Columbia. Timothy was first called to the bar in Alberta (2012) and, prior to joining Young, Anderson, worked in private practice at a medium size firm in Edmonton, and as in-house counsel for a major national insurer. Timothy has appeared before provincial and superior courts in British Columbia and Alberta.

Timothy maintains a general solicitor's practice, with a focus on land use planning and development. Timothy's legal experience and training as a planner gives him unique insights into the needs of local government clients, allowing him to provide meaningful advice and guidance.

When not at work, Timothy spends the majority of his time with his wife and child. On the odd occasion he has time to himself, he spends it writing or toiling away at trivia nights.

Director Neighbourhood Planning and Urban Design, Approving Officer, City of Burnaby

Johannes has been a planner with the City of Burnaby for over 20 years. Following his role as Director Development, he has recently taken on the new position of Director of Neighbourhood Planning and Urban Design. Johannes and his team are responsible for drafting and implementing land use policy within the City, including Community Plan Land Use Designations, Zoning Bylaw Districts, Sign Bylaw Provisions, Development Permit Guidelines, Liquor and Cannabis Location Criteria, and more recently the integration of amendments to the Local Government Act and other regulations into land use policy. Johannes holds a Masters in Degree in Planning from the Faculty of Environmental Studies at York University, and a Bachelor of Arts Degree (Hons.) in Urban and Environmental Geography from UBC.
